The individual teacher is only following the law/Supreme Court/ U.S.Constitution. It cannot be called censorship because the teacher is not acting on her free will. The First Amendment of the U. S. Constitution states, "Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof has....". Prayer is not permitted in public schools because that was the founding fathers intention to keep the church and state separate.
