::::::No, Rob, they would not. The speed of light is independent of the expansion of the universe, or anything else; that is the principle at the heart of Special Relativity. When we measure something to be 300 light years away, it is 300 light years away. We can use redshift to measure its speed relative to us, but the speed of light is a constant, period.
