It is in fact possible to handle singular/plural issues by using only a Level 2 context-free grammar, but the above rules expressed as a Level 1 context-sensitive grammar are a closer match to ordinary concepts of English grammar (e.g. nouns and verbs must agree in number i.e. singular/plural).
