IOWs, a "nuclear-capable" Tomahawk still differs from a nuclear equipped Tomahawk. A conventional Tomahawk can hit the Kremlin or other vital strategic infrastructure. However, this is old school rhetoric as hypersonics and Oreshnik has changed the rules of the game. All of Germany can be easily Oreshniked, and the next logical development is for Russia to enhance its capabilities to strike Washington, D.C. and America.
The whole issue is related to Putin's longterm commitment, and Trumps onetime statement, to resume arms limitation and arms reduction talks. The issue is not ceasefire or frozen conflict; the issue is arms limitation and reduction - to include China this time.
