Most consumer applications of technology stem from defense spending and research (DARPA); recent combat and battlefield testing of American innovations have demonstrated the US, despite spending more than the next 10 countries combined, has fallen behind Russia and China in innovation.

Once again, I see you making an assertion without providing evidence. Nevertheless, the principle of the burden of proof is upon the claimant is a valid and reasonable principle.

I would prefer not talking to you about Russia. Putin does not seem to want to make a deal. Trump gave an abrupt message to Putin that had at least one mistake (Number of Russians killed in WWII) and I don't think that approach will work.
