Yes, he is using old-school terminology there. But he still makes it clear that he in fact views all other countries as things along the lines of those terms. And many people within our foreign policy establishment have a similar worldview.

On a side note, it's precisely for this reason that I cannot take seriously any so-called "pro-sovereignty" statements from foreign policy establishment figures like John Bolton. Being pro-sovereignty is supposed to mean respecting the sovereignty of all nations, not just our own.--Geopolitician (talk) 23:32, 25 May 2021 (EDT)
