Perhaps that was a little bit overly broad. I should have said in Ontario. The comment that most of them are on benefits comes from a someone I know at the local children's aid.

In Ontario, to get a child from children's aid, you have to show them that you don't need the money to live on. That means either you or your spouse has a steady job, or you are on social services. In addition, its very difficult to meet all their requirements and work full time. This restricts the foster parent to either a stay at home mom with a working husband, or someone on some sort of benefits.

A single mom on welfare can make over 30K a year by filling the house with kids. Her benefits will not go down one cent. Its up to you do decide what to feed the kids, so you can rake in a fair bit of money by just cashing the cheques and feeding the kids kraft dinner. They get a clothing allowance that you can use to keep your kids in designer cloths.

Now if you are making 60K already all the hassles of fake accusations and paper work are not worth the trouble. On the other hand, you can be living large within the welfare community making 40K a year between swell-fare and the children's aid money while laughing at some poor stiff making minimum wage.
