Jennifer A. Kiggans (December 31, 1969), known as Jen Kiggans, is a geriatric nurse practitioner and veteran of the United States Navy currently representing the 7th district in the Virginia State Senate as a Republican. Mostly conservative, she is running for United States House of Representatives in the 2022 midterms to unseat establishment Democrat Elaine Luria.[1][2]

Following the election of Glenn Youngkin in the 2021 Virginia gubernatorial election over corrupt Democrat Terry McAuliffe, Youngkin named Kiggans as an aide to the transition team.[3]

U.S. Navy

Kiggans' service in the United States Navy began in 1995.[4]. During her decade at the Navy, Kiggans served two deployments to the Persian Gulf as a H-46 and H-3 helicopter pilot.

Virginia State Senate

In 2019, Kiggans ran for the state Senate in Virginia from the 7th district, which covers Norfolk City and Virginia Beach City. In the Republican primary, she faced Carolyn D. Weems, and polled 4,045 votes to Weems' 3.789 votes.[5] In the general election, Kiggans narrowly defeated staunchly left-wing Democrat opponent Cheryl Turpin[2] by a margin of less than one percentage point.[6]

Kiggans' voting record is presumably conservative-leaning, given a number of ratings by various special interest groups.[7] She voted against repealing an abortion restriction on health insurance plans,[8] and opposed efforts to permit an expansion of marijuana usage.[9] Kiggans also voted against legislation that would repeal usage of the death penalty in the state.[10]

2022 run for Congress

In mid-April 2021, Kiggans announced her bid for U.S. House of Representatives against incumbent left-wing Democrat Elaine Luria in the state's 2nd congressional district.[1][2] Her campaign emphasized a traditional Republican messaging, advocating pro-life and small government principles. Kiggans stated in her opening announcement:[11]

“ I’m running for Congress because I have the courage to fight back against this progressive agenda, to help Republicans win back control of the House, to balance the power in Washington, and give the workers, families, and job creators of the Second District the results they deserve. ”

—Kiggans, April 2021

Although Luria and Joe Biden carried the congressional district in 2020,[1] the seat will potentially become highly competitive in 2022 in part due to the rightward shift throughout the state towards the GOP in the 2021 elections.

In late May 2021, Kiggans signed a pledge to support congressional term limits if elected to the House.[12]
