Rahmanullah Lakanwal (b. 1996) is a CIA-backed Kandahar Strike Forces member, who entered under Operation Allies Welcome[1] in September of 2021,[2] ambushed and shot two unarmed West Virginia National Guard members near the White House.
Lakanwal was confirmed as a CIA ‘partner force’ asset for 10 years by CIA director John Ratcliffe on Fox News. He had been recruited by the CIA at the age of 14.[3] Once in the U.S., he got hooked on playing the violent video game Call of Duty.
President Trump labelled the fallout “an act of terror” and demanded immediate re-examination of every Afghan refugee admitted since 2021, and blamed Joe Biden policies. The United States indefinitely halted all Afghan immigration processing, US Citizenship & Immigration Services announced on November 26, 2025.
