National Popular Vote is an initiative in 2007 to change state laws in order to guarantee that the winner of the popular vote nationwide will be given a majority of the Electoral College votes, and thereby become President even if the candidate did not win the Electoral College as traditionally tabulated.[1]

This state-by-state effort to circumvent the traditional operation of the Electoral College results from a recognition that there is insufficient support for amending the U.S. Constitution to attain the same result.

As of March 27, 2007, the state legislatures of Colorado and Tennessee had rejected efforts to change their state laws governing how their members of the Electoral College vote in presidential elections.[2]
