Christopher Steele is UK citizen and the former head of British foreign intelligence (MI6) Russia desk. Steele retired from MI6 and founded his own privste intelligence agency, Orbis Business Intelligence.
In June of 2016, Steele was subcontracted to Hillary Clinton through the American firm FusionGPS to spy on Republican presidential candidate Donald Trump. The Obama FBI had been conducting illegal FISA wiretaps on political opponents since at least 2012. Through FusionGPS's contacts in the Obama administration, Steele received raw FISA surveillence information from the FBI and authored an opposition research document known as the Steele dossier, with fanciful embellishments intended to impugn Trump and associates.
