:::Isaiah 3:16-24 gives some idea about women's dress at that time; evidently they wore bells on their ankles or feet to attract cat calls as they walked down the street (like the old song, "rings on her fingers and bells on her toes, she shall have music wherever she goes"). :::Regardless of culture, what Deuteronomy instructs is, that men should not wear the attire of a female to attract men, and women should not wear the attire of a male to attract women. What we can conclude from this is, God realizes and understands that people wear clothing (not necessarily in all circumstances) designed to attract the opposite sex, and there's nothing bad or sinful in itself of that, except when taken to the extreme as in case cited in Isaiah (i.e., she's looking to "score", so to speak).
