A tactic is a device for accomplishing an end. A military tactic is a technique, like encircling the enemy,in contrast to "strategy" which is a large-scale plan. In politics it is a technique used in a campaign, like calling the other candidate a liar. Tactics is the collective set of techniques used in battles.
