Richard Harding âDickâ Poff (October 19, 1923 â June 27, 2011) was a Republican from Virginia who served as a U.S. representative from the state's 6th congressional district for nearly two decades. He was one of only two Republicans to sign the Southern Manifesto in opposing school desegregation, the other being Joel T. Broyhill from the 10th congressional district of the state. He would later renounce his segregationist stance.[1]
