Charlie Cook

Charlie Cook is a political analyst and forecaster best known for inventing the Cook Index to measure how Democratic or Republican a congressional district or state is. He is from Louisiana and has a background of working for Democrats, including having helped the Democratic Senatorial Campaign Committee and the Democratic Policy Committee, as well as having worked for a Democratic Senator from Louisiana.
