James McGovern

Jim McGovern is the Democratic party representative from Massachusetts' 2nd Congressional District in the U.S. House. McGovern was elected to the office on November 5, 1996. McGovern previously represented the 3rd District but due to redistricting in 2012, he now represents the 2nd District.

As of the 116th Congress, McGovern was Chair of the House Committee on Rules. McGovern has sponsored legislation to abolish the Immigration and Customs Enforcement agency.

Background

McGovern worked as an aide to Rep. John Joseph Moakley (D-Mass.) from 1982 to 1996 and was appointed to lead the Moakley Commission Congressional Investigation in 1989.

Abolish ICE

On July 12, 2018 Rep. Mark Pocan (D-Wis.) introduced H.R. 6361, in the House to abolish ICE. Eight House Democrats signed on as cosponsors: Pramila Jayapal and D. Adam Smith of Washington; Adriano Espaillat, José Serrano, Nydia Velázquez, and Yvette Clarke, all from New York; Earl Blumenauer of Oregon; and James McGovern of Massachusetts. Sens. Elizabeth Warren (D-Mass.), Kirsten Gillibrand (D-N.Y.), Bernie Sanders (I-Vt.), New York City Mayor Bill de Blasio, and other Democrats all rallied behind the “Abolish ICE” banner.
