Herbaceous vegetation is - according to the USDA terminology - "a general cover category consisting of predominantly perennial herbaceous plants or noncultivated annuals or both. The tall woody canopy cover is less than 5 percent, and the short woody canopy cover is also less than 5 percent. Arid rangeland and desert can fall into this category although vegetation density and percentage of ground cover may be low.
An herbaceous plant is any vascular plant that is neither arborescent nor shrubby."[1]
