Roun S. McNeal (born September 4, 1984) is a lawyer in Leakesville, Mississippi, who served from 2016 to 2020 as the Republican state representative for District 105 in George, Greene, and Perry counties.[1] He served a single term from 2016 to 2020.

McNeal graduated from Greene County High School in Leakesville and obtained a Bachelor of Arts degree from the University of Mississippi and his legal credentials from the University of Mississippi School of Law in Oxford.[2] He is a member of Faith Presbyterian Church in Leakesville and the Kairos Prison Ministries.[1]

In the general election held on November 3, 2015, McNeal defeated the Democrat Dennis Cochran, 4,207 votes (56.7 percent) to 3,208 (43.3 percent).[3] The position opened when the Republican Representative Dennis L. DeBar, Jr., also a Leakesville lawyer, ran successfully for the District 43 seat in the Mississippi State Senate.[3][4]

McNeal sits on these House committees: (1) County Affairs (vice chairman), (2) Corrections, (3) Forestry, (4) Judiciary B, (5) Municipalities, (6) Universities and colleges, and (7) Workforce Development.[2] Representative McNeal voted in 2016 against  dismemberment abortions in the state. He supported the expansion of exemptions for compulsory school vaccinations. He voted to grant civil and criminal immunity to those reporting what they believe are instances of terrorism. He voted to permit churches to have designated personnel with firearms for the overall protection of the congregation. He supported the bill to guarantee within Mississippi protections for religious beliefs and matters of moral conscience. In 2017, he supported the legislation which authorizes additional methods of execution in Mississippi and  the measure to classify the killing of first responders as first-degree murder. He voted to increase identification requirement for Medicaid.[5]
