Bernard Scott Leehy (born August 11, 1962)[1] is a judge of the Louisiana Fourth Judicial District Court for Ouachita and Morehouse parishes. He was sworn into office on December 27, 2006, after completing nine years as a city judge in Monroe.
A Republican, he defeated the Democrat Jay Mitchell in the nonpartisan blanket primary held on September 30, 2006, for the seat vacated by the retiring Judge Jimmy Dimos, a Democrat and a former Speaker of the Louisiana House of Representatives. Leehy polled 15,653 votes (56 percent) to Mitchell's 12,284 ballots (44 percent).[2] Leehy attributed his victory to "a lot of hard work. [Many] people poured blood, sweat, and tears into this campaign."[3] The unexpired term extended for two years, and Leehy was unopposed for his first full six-year term as judge in 2008.
Leehy was elected to the Division B city judgeship on September 21, 1996, when he defeated a fellow Republican, George Carso, 6,127 (56 percent) to 4,736 (44 percent).[4] He was reelected in 2002 without opposition. From 1990 to 1997, Leehy worked for the district attorney's office.
An Ouachita Parish native, Leehy holds the "Distinguished Alumni Award" from his alma mater, West Monroe High School. He obtained his bachelor's degree from the University of Louisiana at Monroe, then "Northeast Louisiana University". He graduated from the Mississippi College School of Law in the capital city of Jackson, Mississippi.[5]
In 1986, Leehy wed the former Charlynn Cicero (born January 27, 1963).[6] The couple has two sons, Nicholas Scott (born 1992) and Michael Vincent (born 1996). They are members of Jesus the Good Shepherd Catholic Church, at which Judge Leehy is a trustee. He is a member of the Judicial Council of the Louisiana Supreme Court and the Louisiana Bar Association. He was formerly the secretary of the Louisiana City Court Judges Association. Leehy is also a volunteer for the Salvation Army and a member of Rotary International.
In 2011, Judge Leehy's son, Nicholas, at the age of eighteen, was charged with first offense driving while intoxicated, improper lane usage, and open container and possession of alcohol by a person under the age of twenty-one.[7]
