True, while his legislative agenda is probably dead for this year, a chief of staff primary job isn't pushing legislation that will go nowhere anyways. Now Trump needs someone to navigate through the DC bureaucracy, which includes not just FBI headquarters, but DC city government.

His recent tweets trashing Wikileaks may have been a good diversion to convince the IC he is independent.
