Cocaine is an "illegal" drug in the United States, but that doesn't mean it's illegal everywhere/what kind of illegal drug it is in the U.S. Furthermore, the article is about cocaine, not cocaine users. If you wish to include such information, I think that creating a subheading under which you list many famous cocaine users would be much more acceptable than just posting "Obama heavily used cocaine."
