I have no doubt that prisoners routinely accuse each other of rape either as a sick joke or merely to get back at someone they dislike. As for the 'fact' that many rape victims are minors, are you suggesting that this potentially dangerous vaccine be given to seven year olds? Perhaps five year olds? Besides, as the number of rapes decrease due to the increased defensive capabilities of potential victims,the police will have more resources to investigate and capture the fewer rapists. And as such, the number of rapists, either guessing that the jig is up or being arrested after a successful investigation, will decrease, and thus the number of rapes will decrease too.
