The interesting thing is that (A) black babies were twice as likely to die (9 per 1,000 vs 4 per 1,000) when they had white doctors rather than black doctors, but (B) black babies are three times as likely to have low birth weight than white babies.

The article published by the Manhattan Institute ascribes the primary cause of the disparity to birth weight of the babies. When you control for that factor, the disparity disappears. Two babies having the same birth weight will have similar outcomes regardless of the race of the doctor. Which disproves the accusation of racism.
