I would suggest beginning with the World Health Organization page, than also links from the pages you listed. Basically, you want wikified links using either Pandemic treaty or International Health Regulations in the text from those pages. In the absence of text from those pages, as a temporary measure, you can include the reverse link in the "See also"s until you or someone else includes text.
