John W. Davis should be added to the list
He was one of the founders of the Council of Foreign Relations and its first elected president. Throughout his life, notwithstanding his segregationist activism, he was known for staunch internationalist politics, mainly his support of Wilsonian foreign policy. Rubio is one of, if not the top gun running the increasingly neoconservative Trump 2.0 foreign policy.
