This is one example of what Phyllis was talking about. The United States had imposed unilateral sanctions against Iran and was pressuring (or threatening) allies to follow suit, i.e. in violation of international law ("weaponizing the dollar"), as the United Nations Security Council is the only body that can impose collective economic sanctions.

The text reads, "Boeing allegedly would have been helped by the deal, by enabling it to compete with the European consortium Airbus to rebuild and modernize Iran's commercial aircraft fleet."
