Kristi Lynn Noem (born November 30, 1971) was the first Secretary of Homeland Security for more than a year in the Second Trump Administration, until Trump announced on March 5, 2026 that she would be replaced by Senator Markwayne Mullin. Prior to her role as Homeland Security Secretary, she was the pro-life, movement conservative governor of South Dakota, serving since January 5, 2019. Previously, she served as the Republican representative for the United States House of Representatives from 2011 to 2019. Noem was first elected in 2010, defeating incumbent Democrat Stephanie Herseth Sandlin. In 2019, Noem signed a bill into law establishing constitutional carry,[6][7][8] as well as several pro-life bills.[9] On March 20, 2019, Noem signed a bill into law protecting intellectual diversity on college campuses.[10] She also signed a bill requiring public schools to display the national motto "In God We Trust."[11] She did however refuse to sign a bill that would prohibit biological boys from competing in women's sports.[12] She later refused to sign a bill that would prohibit private companies from mandating COVID-19 vaccinations, claiming that it would set a dangerous precedent for Democrats,[13] even though Ron DeSantis, a conservative Republican, had previously implemented similar policies in Florida.[14] She then responded to criticism from The Daily Wire host Matt Walsh, who called her a "standard, corporatist, establishment Republican" and claimed that her relative popularity on the right was almost exclusively due to her physical appearance,[15] by using leftist tactics against him on Twitter.
