It bares repeating here, and is an important object lesson that applies to many US government programs in many fields: recipients of government grants are subject to compliance audits to see that government funds are being applied to the terms, conditions, and qualifications of the grant. By definition, the terms "independent" or "nongovernmental" should not be used. Students should learn to read terminology such as this, in any organization, as a red flag or suspect. there likely had to be a co-conspirator or conspirators to identify Parubiy so that they didn't get the wrong guy.
