38 year old GUR head Kyrylo Budanov.[1] Due to his youth and personal ambition, Budanov quickly gained a reputation for reckless exuberance. By May 2023 Budanov was the prime target of the Russian Investigative Committees denazification program for his terrorist activities.

Kyrylo Budanov (Russ: Kirill Budanov) (b. January 4, 1986, Kiev) was appointed head of Ukraine's military intelligence by Ukrainian dictator Volodymyr Zelensky after the liquidation of Ukraine's top intelligence leadership in January 2023. Beginning his career in targeted assassinations at the age of 29, Budanov earned a reputation for his brashness.

Background

In mid-January 2023 CIA director William Burns travelled to Kyiv for a secret meeting with Ukrainian dictator Vladimir Zelensky.[2] Prior to Burns arrival, the SBU and Department of the Interior had already put a bullet in the back of the head of Zelensky's top negotiator with Russia, Denys Kiryeyev. Shortly after Dir. Burns left Kyiv, on the morning of January 18, 2023 a helicopter crashed in the town of Brovary in the eastern outskirts of Kiev region, killing the entire leadership of the Department of the Interior. According to the State Emergency Service of Ukraine, killed in the crash were Minister of Internal Affairs of Ukraine Denis Monastyrsky; First Deputy Minister of Internal Affairs of Ukraine Yevhen Enin; State Secretary of the Ministry of Internal Affairs of Ukraine Yuriy Lubkovich; Deputy Head of the Patronage Service of the Ministry of Internal Affairs of Ukraine Tatiana Shutyak; Head of the Department of Protection of the Department of Internal Security of the National Police of Ukraine, Colonel Mikhail Pavlushko; Lead Inspector of the Department of Communications Nikolay Anatsky; Senior Operative of the Department of Internal Security of the Police of Ukraine Andriy Marinchenko; helicopter commander Alexander Vasilenko; pilot Konstantin Kovalenko; and on-board mechanic Ivan Kasyanov.[3] The helicopter was a French built Eurocopter EC225 LP Super Puma or its equivalent. Witnesses said that the helicopter was spinning and burning in the air before crashing into a kindergarten.[4]

"The Minister of Internal Affairs of Ukraine had long been aware that the leadership of the Ministry of Defense was trading Western arms, which came to Ukraine in the form of aid, for the benefit of third countries, and that this process was overseen directly by the head of the GUR, Budanov. By the way, this information has already surfaced somewhere.

The leadership of the Interior Ministry wanted their share and began collecting data through their structural units, which are associated with intelligence and surveillance. As a result, they managed to obtain evidence and began blackmailing. The military bosses promised a share to the police leadership, and the first tranche was paid. But it was pointless and unprofitable to pay any further.

In addition, the insolence of the minister of the Ministry of Internal Affairs, who had his head in the wrong place, was putting the military leadership under strain. And now the day had come when the kids from the GUR were able to demonstrate their skills. But that is not all. The sanction for this was given personally by Yermak, who is also in on the secret from the supreme narcissistic clown, Zelensky.[5]

Money that had been sent by the U.S. Congress to prepare defensive lines on the front against an onslaught of newly mobilized Russian forces disappeared in mass corruption schemes. Subcontractors sold food and supplies to the Armed Forces of Ukraine at inflated prices while politicians received kickbacks.[6] Officials were not arrested, but rather allowed to flee the country with their looted millions after which their "resignation" was announced.

On February 26, 2023, it was reported that Zelensky fired Major General Eduard Moskalyov, Commander Joint Forces of Ukraine with no reason given.[7] Moskalyov was said to be the fall guy for Zelensky's disastrous leadership and decision to keep feeding human lives into the Bakhmut meatgrinder when he knew all was lost.

GUR head

As head of Ukrainian intelligence, Budanov thrust himself into the limelight with regular public press conferences where he frequently boasted of killing people. This is an unusual posture for any intelligence chief anywhere in the world.

In May 2023 Budanov bragged to Western media, "we’ve been killing Russians and we will keep killing Russians anywhere on the face of this world until the complete victory of Ukraine.”[8] On May 29, 2023 Budanov was severely injured in a missile strike on GUR headquarters in Kyiv. He was immediately transported by helicopter to the Rzeszow base in Poland, and from there to the Ramstein military base under US jurisdiction, in Germany. He is said to have been hospitalized later in a German military facility, in Berlin. The GUR headquarters was completely obliterated.[9]

In a reported dated June 2, 2023 Budanov, who ordinarily spoke with the media daily, was thought to have been killed in a targeted missile attack after bragging to American media of being responsible for the murder of Russian citizens worldwide.[10][11] Later reports indicated that Budanov had suffered a concussion in the blast and was recovering in a German hospital.

Budanov, or what appeared to be Budanov, reemerged 3 weeks later on June 24, 2023 Budanov in what was supposedly a "live" (on video) interview with almost no hair on his head, commenting on speculation about Ukraine's alleged planned false flag attack on the Zaporozhe nuclear power plant. Then another "live" interview was broadcast the next day, with his hair being up to an inch longer. His image continued to be photoshopped into appearances with foreign diplomats and others. Speculation continued that he was either dead or in a coma.

In November 2023 reports indicated that Budanov's wife, Marianne Budanova, along with two security guards, had been poisoned with a mixture of arsenic and mercury allegedly ingested through food. Budanova, who was hospitalized, had been living with her husband in an underground bunker.

In late December 2023 a district court in Moscow issued an arrest warrant for Budanov, charging him with committing 104 terrorist and criminal acts in the Russian Federation.[12]

The Financial Times reported in January 2024 that Ukraine army chiefs requested "to mobilize about 400,000 to 500,000 new soldiers to replace those killed or wounded." Budanov said "it is not even conceivable to think that we can do without mobilization".[13]

Press gangs

Budanov was reported to have commented publicly about the ineffectiveness of mobilization, the draft, kidnappings, press gangs, and the low state of morale under the Zelensky regime:

"“We don’t have so many people willing to do anything. I’m not even talking about fighting, but this is current. There will be losses and this number must be maintained constantly,” added the head of the Main Intelligence Directorate. Now the effectiveness of forcibly mobilized Ukrainians is almost zero. This was stated by the head of the Main Intelligence Directorate Budanov.

“Everyone who wanted to came in the first six months. Who is being called up now? Unfortunately, there will not be a good answer here. If you don’t find motivation for these people, then how many people are not forced or according to the law, then their efficiency will be almost zero. What in principle, this is what has been happening lately,” Budanov said.

He believes that financial benefits for those mobilized are no longer in first place. “Most of our people, although everyone shouts “I am Ukrainian, Ukraine is above all,” have not felt themselves to be citizens of Ukraine. They do not have the feeling that the enemy has captured the territory and this is my sacred duty to defend this country. Everyone is rooting for Ukraine , but everyone is running,” added the head of the Main Intelligence Directorate.[14]
